They'll selectively make examples of people who don't comply by ruining their lives. Not farfetched, is it?

The typically proposed answer is to make possession illegal. Therefore, if you get found with a gun not only does it get confiscated but you go to prison and lose your right to vote.
Funny thing, several decades ago I was going on a remote assignment. I hid several guns. It wasn’t until years later that I found them while moving. I’d completely forgotten about them. So, even if I’d complied with some government edict to turn them in, as happened in Australia, I’d still be guilty of a felony and sent to prison. (They were all .22’s and I haven’t practiced with anything less than a .380 in years and years, so I’d forgotten them. Since even the .380’s have been long retired. I was going to use them as wall hangers but decided against it.)
Existing firearms would be confiscated.
The bill also authorizes “procedures to ensure that any firearm is removed from any individual when the individual’s license is revoked.”
...license can be revoked if “any recent acquisition of ammunition...”
I imagine Phase II of this is to require a license to buy ammunition. One more reason to have a good supply of ammo and/or reloading supplies.
