If the electric grid goes out and you’ve got or can lay hold of a small generator you CAN power those pumps. They don’t take a lot of power to run. If desperate you can use a manual pump to get fuel from the tanks when that fails.
Gas stations can take cash for gas they sell under those circumstances.
Your talking point is in error. Fundamentally so.
But nothing would stop Non-hybrid EVs from becoming expensive lawn art in a prolonged outage.
As for the power grid, look for the environmentalists to fight tooth and nail to keep it from expanding enough to handle the “future” of EVs for everyone.
Hybrids, when used as mixed power hybrids and not as EVs till the battery run down then gas, make sense. EVs much less so.

There’s DEFINITELY a form of ‘compartmentizing’ going on with people who claim to be on our side, as they simply gloss-over the fact that the power needed to run their Carbon-Neutral society and still maintain anything above 3rd World Living standards will NEVER be permitted.
It is a smart approach by them - get the electric transition started (with cars, home heating, etc.), then get the REGULATIONS in place to force the transition as people catch on (as we’re already seeing in some Leftist jurisdictions). All that can be done without minimal impact on the grid.
Then, as the grid collapses (again, since they’ll NEVER permit the kind of growth required - due to its cost, if nothing else), people will funnel themselves into a more ‘sustainable’ lifestyle - that being high-rise apartments. Mission Accomplished.
