To me, it doesn’t fit. I think it was released accidently.
1) Why release in Wuhan? - Why not another place where there isn’t a bio- weapon’s lab? Why not some other place where it is not in China - so it would be harder to connect the dots? Or if you are going to release it, make it look like was it was the US that did it or someone in the West?
2) Why not a more powerful bio-weapon to do more damage?
3) The reaction to the covid seemed to me a cover-up, not a deployment.
With that being said, they used it for all its worth - don’t let a crisis go to waste.

Well, if one wants to make it look like an accident, one has to have it released at such a site.
Otherwise it’s an obvious biological attack / terrorism.
