Russia cannot fully mobilize because conscripts are forbidden by law (assuming that Putin would respect the law) from serving outside of the country. One way around this would be to annex parts of eastern and southern Ukraine into Russia. But it would still be politically dangerous to mobilize and send conscripts into battle.

Yes, over time Ukraine is likely to develop a numerical advantage in troops. The question, however, is of material; especially tanks and artillery. Without a massive increase in these all Ukraine could do is act defensively. They would be unable to recapture the areas that Russia has taken.

This thing is still undecided. You cannot just look at tables of forces. Wars are fought, not calculated. Anyone who claims that they can predict what is going to happen does not know what he is talking about.
