Well we know this works, the Germans came up with this process during WWII to make fuel from coal. With carbon dioxide capture and water electrolysis you can do the same.
What is needed is a LOT of electricity.
Geothermal energy from Iceland or the Aleutian Islands could be used to make the fuel, although shipping could be difficult at times. Hawaii could also be a good place to make the fuel.
Maybe someday we will have fusion reactors.
