In a better world, one with a Constitution-respecting federal Congress, Californians could contact their federal representatives and request that proposed California laws be monitored for compliance with the Constitution's guarantee of republican form of government for each states, also state respect for constitutionally enumerated rights.

• "Article IV, Section 4: The United States shall guarantee to every State in this Union a Republican Form of Government [emphases added], and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence."

Excerpted from the 14th Amendment:

• "14th Amendment, Section 1: All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws [emphasis added]."

• "Section 5: The Congress shall have power to enforce, by appropriate legislation, the provisions of this article."

It seems to me that document is not being used anymore. The politicians were afraid for a while, tiptoeing around... but now I suspect they’re really going to stretch their legs.
