It doesn't, and the letter you posted proves it.
"modRNA" in the letter was a reference to modified mRNA.

This guy got rich on the DTRA bioweapon development game and he’s admittedly still working for the DoD. This is a big misdirection effort on his part—yes, he’s been controlled opposition since he first popped up on Bannon’s show—to try to distract from this being a very intentional, NIH and DoD funded, bioweapon.
He’s not actually so credible. He’s been engaged in a modified, limited hangout on the jabs since he started speaking about them on Bannon’s show.
