I agree there are those that hold that, but it wouldn’t stand, I don’t think, if ruled on by scotus.

The constitution says only this:

“The Vice President of the United States shall be President of the Senate, but shall have no Vote, unless they be equally divided.”

It is not in the section about legislation but that of information.

So, I think scotus would see it not restricted.
