Well, Russia did not have a problem with its proxy Syria using chemical weapons during its civil war, and even went to great lengths to block or derail international investigations into that use.
Russia itself may not use chemical weapons in Ukraine, but I wonder if it would turn a blind eye to one of its proxy forces (Syrian, Georgia, Chechen, etc.) using them.
Good point. Chemical weapons are not nearly as effective as folks make it out to be. Or, in other words, you can easily kill many of your own troops.
