Tell that to Saul when Samuel appeared to him (1 Samuel 28).
People with Familiar Spirits speak for the demon or spirit. They don’t conjure up apparitions or demons in their presence. Notice the woman speaks for Samuel. Samuel spoke to her to get to Saul. This is different from a apparition.

Wrong again. You need to study the Bible more. Or get a better translation:.
15 Then Samuel said to Saul, "Why have you disturbed me by bringing me up?" Saul answered, "I am in great distress; for the Philistines are warring against me, and God has turned away from me and answers me no more, either by prophets or by dreams; therefore I have summoned you to tell me what I shall do."

The funny thing about the ‘Witch of Endor’ story, is the necromancer “screamed” when Samuel actually appeared. She probably wasn’t expecting that (that is, she was a fraud).
