I believe that was before we installed a hostile government in Ukraine.
Putin never signed the Budapest memorandum. It was his predecessor. I understand he’s supposed to honor it anyway. But then again Ukraine hasn’t honored the Minsk II Accord. So both sides are guilty of intransigence.
