This agreement consisted of a package of measures, including a ceasefire, withdrawal of heavy weapons from the front line, release of prisoners of war, constitutional reform in Ukraine granting self-government to certain areas of Donbas and restoring control of the state border to the Ukrainian government.

The Russians in the Donbas and Donetsk regions were promised they could keep their longheld cultural and religious traditions, including the Russian language. When Ukraine reneged on that agreement and said that only the Ukrainian language would be taught in Ukrainian schools in 2019, the Russians were understandably upset. They felt betrayed and appealed to Moscow for help. Then there was the daily shelling of eastern Ukraine by the Azov Battalion and other nationalist militias for 8 years, leading to 14,000 deaths and general destruction, that didn’t help matters. Both sides are to blame for the current situation that didn’t have to happen!
