Russian oil wasn’t going to the refineries on the Gulf of Mexico that process heavy crude which is delivered by the Keystone Pipeline.

That replaces the previous supply of Venezuelan heavy crude. So Venezuelan crude isn’t an exact replacement for Russian crude.

The USGC remains the holy grail customer for Western Canada’s heavy oil producers. With a refining capacity of about 9 million bbl/day, and a dwindling supply of heavy oil, PADD 3 is the ideal customer for diluted bitumen from the oil sands. The region’s refineries are best designed to handle heavy sour crude, which also allows for best pricing for the world’s heavy oil benchmarks.
