What follows is this correspondent’s view of what happened at the Indiana Senate Judiciary Committee hearing and vote on February 23, 2022. The hearing was on HB 1077, Constitutional Carry. There were about eight hours of testimony at the hearing. This correspondent did not watch all of it. The impressions gained by watching a couple of hours of the hearing, and the votes, have been supplemented with comments from the Indiana Gun Owners Forum, where members watched most of the hearing and votes.
The Chairman of the Senate Judiciary Committee, Liz Brown (R) was openly hostile to the bill. The Judiciary Committee was where Constitutional Carry was killed in 2021. The committee hearing was orchestrated to create publicity and cover for Republicans to kill the bill. Chairman Brown was openly more favorable to the three Democrats on the Committee than to the Republicans.
The opposition appeared to have been given prior notice of when the committee would be held. The hearing was packed with opposition. Several officers from Wayne, Indiana testified. The impression was the opposition was given plenty of notice to prepare and be ready for a Wednesday afternoon hearing, before the hearing was officially announced. Both sides were represented.
This correspondent did not see much of the testimony in favor of the bill.
Indiana State Police Superintendent Doug Carter testified against the bill. Carter was appointed to the position by Indiana Governor Holcombe (R) From indianagunowners.com:

Put the bill to the same committee where it was killed last year, with the same Chair (after the primary is over). The Chair (Liz Brown, Republican) does every thing she can to kill the bill.
She gets an amendment in to gut the bill.
It is appealed to the rules committee.
It goes to the Rules committee, which then rules - too late to get the bill into the committee this year...
The Senate leader is Bray. The president pro Tem of the Senate is Rodric Bray.

Tell me why when an issue that basically restores our constitutional rights, it is always the republiCANT’s that kill the bill...

20 states have passed Constitutional Carry. It was passed by Republicans in every one of them.

I really does not matter much in Indiana and honestly it is about the only state rep talking point left on the agenda. The lifetime CCW and NRA branded plates are typically a get out speed trap taxes with all but the greedy town cops.
Leaving the controversys so supported by the indy-star to make the education unions sound fat, dumb and greedy is the only real priority this session.
Once Constitutional carry is done, it going to be MJ decriminalization that the old time republicans are going to push around every session because it is the golden goose of indiana politics.

A citizens Initiative to outlaw Hired Guns would fix this.
Any person granted a privilege to keep and bear arms, without being infringed. Shall be Prohibited and Guilty of a Felony punishable by a Mandatory 10 years in Prison, for using that privilege for the purpose of security, protection or defense of others for compensation or gain.
Police have NO LEGAL DUTY to protect the citizenry, see Supreme Court. This would not affect their Police Duties in any way since they have NO LEGAL DUTY

I would like wider emphasis on laws to protect people who have to use their guns in self defense, to protect against political and racist prosecutions.
Looks like they don't Assist as much when The Eye Of Scrutiny is upon them...
