I am sure the Navy pilots and four star general who resigned at the end of the Guff war felt the same way when they were told to stand down while the Iraquis slaughtered Kurds fleeing on a road as they watched in horror after the kurds were encouraged to stage an insurrection against Sadaam
they didn't tell us that on FOX "news" and I am sure the story is pretty googled up by now
I think that is a different situation. Even generals know, someone higher up, including civilian leadership can make those decisions.
