I can't remember the author of this verse-it's a wonder I remember the verse itself-but it does seem to apply to the present atmosphere of almost universal tyranny:

The ogre does what ogres can,
Deeds quite impossible for man.
But one prize lies beyond his reach
The ogre cannot master speech.

About a subjugated plain
Among the desperate and slain
The ogre struts with hands on hips
While drivel gushes from his lips.
