Wait, do you mean as a war measure during a war? That doesn't seem like a very fair standard to judge them by. They were fighting for their homeland and their lives. The USA effectively nationalized whole industries during WW2. This is what nations do when they are facing what they regard as a serious threat.
And to clarify matters somewhat, I think it's irrelevant how their system worked, the people wanted independence, and they had a right to have independence.
