They also love to use the word ‘partners’.

It makes them feel like they’re not alone and implies that more ‘resources’ are being brought to bear.

Bureaucrats are inherently insecure people.

For managers in private industry, when an economic slump comes budgets and manpower are cut, sales and profit goals remain the same and sometimes increase. A problem that government bureaucrats never face.

The manager in private industry faces termination if she or he does not make the goals set by upper management. The bureaucrat who misses goals stays in position for the length of a career and retires with a big pension.
