While bitcoin does not have a mechanism to tie a wallet to an owner, every single transaction related to every bitcoin wallet is public by definition since it is part of the shared ledger and is absolutely essential to mining coins.

So much like the using phone call metadata to track someone down without actually listening to the calls, metadata derived from each wallet could be used to tie a wallet to a person.
