Not always.
An interesting anecdote: Zhukov commanded the attack that crushed Berlin and pretty much ended the war in Europe. Zhukov ordered his troops to locate Hitler, or his body. Unbeknownst to Zhukov, Stalin’s toadies had found the body, and, under Stalin’s orders, Zhukov was not told about it, and was only informed 15 years later.
