I often wonder about this too. The only exception and it is a big one. He was new to politics. He likely picked very few people and trusted those around him to help him make the selections.
He had no idea of the corruption or how deep the establishment was entrenched. He likely believed were generally good and cared about the country. He had no idea of the depravity and lust for power the Establishment holds.
I don’t think he could envision a world where politicians would destroy America to maintain control. So, lying to him was easy. Lying about your beliefs was easy.
I think he is deeply aware this time.

Your opinion, not mine. As far as keeping bad picks, politically he had no choice. He was falsely accused of being a Russian Spy, Impeached twice with little support for Republicans, and everyone in power along with the press was out to destroy his presidency.
