There exists the likelihood that both environment and genetics are at play for some parts of what is considered IQ. For example, perhaps those with whatever is measurable IQ that is higher are more inclined to read more, expose their children to better environments that encourages thought growth and appeals to their natural interests thereby creating an opportunity for optimal mental performance.
Excellent points. Most every perspective of life boils down to three things: Genes, a healthy environmental (to your points), and an undeniable element of “good luck”.
IQ is meaningless. Some people don’t test well. Some people are so smart they are stupid.

You were a literate child because you already had a higher IQ. The limits of IQ are baked in at birth, you can’t increase it, only maximize it by about 5 points.
The mean IQ of the continental sub-Saharan is 70. The African-American average is 85, due to white admixture.
I completely disagree with this assertion. You may not be able to make such a child a PhD candidate; but effective environment, diet and nurturing can potentiate every individual. Great work has been done with Downs kids, disabled children, and with rehabilitating adults who are post-injury or illness. Why should a slow start in life be regarded as not worth the effort? The brain is not "fixed" and static; it can continue to develop long into the life span.

Cries of systemic racism exist as a way for scared, highly neurotic, narcissistic, Machiavellian white people who want power to control a world they find to be scary, who are not confident in their ability to gain status through legitimate attainment, to use an out group to advance their own status among other whites. Black people end up being hapless pawns of sick white people to advance certain white people’s careers. There is also a theory under research in high-IQ areas like Silicon Valley that many autistic children are the result of two high-IQ parents, particularly if the father or grandfather was in engineering. An article about it appeared in Wired magazine maybe 20 years ago. While some autistic kids may be language-impaired or otherwise quite visibly handicapped, others are “savants”, whose very high IQ must contend with social awkwardness and behavioral tics in the personallity.
This point is excellently explained in the best-selling 1996 book, Prisoners Of Childhood: The Drama of the Gifted Child and the Search for the True Self by Polish-Swiss psychologist Alice Miller. it was a life-changing read for me in grad school.
Also, because a high-IQ person can spend years absorbed in solving a single problem to perfection, while someone else solves the same problem sooner (and maybe less perfectly).
