Warning: this was applicable, probably still is. Women’s shelter’s receive used cell phones for just this purpose

By law phones that are no longer being actively used can still be used for 911 emergency calls.

If you don’t want a phone with all the bells and whistles and costs involved pick up somebody else’s used/old phone or maybe one that you have laying around, recharge it, and keep it in your car, that way if there is an emergency you can still dial 911 even though you do not have a phone company subscription.
