The video in the article shows him talking on the phone, so it wasn’t turned off. The article says there are SIX security videos showing him using his phone.

In addition to tracking his position, WHO was he talking to? His boss FBI HQ? “Hey, boss! Where should I put this bomb?”

Pipe bomber was seen on video using his cell phone at least 5 times. Plus they know the exact times and where he was while using the cell phone.

Not everyone has a cell phone! If I was to plant a bomb why would I carry a cell phone?
Were they phony bombs?

It used to be you could turn your phone off and remove the battery to completely kill it.

From what I understand, and I could be wrong, modern phones can be turned off but, not being able to remove the battery, it still pings local towers even though not capable of communication (because it’s off).
