This is a section 1983 suit waiting to happen. Once one person has standing they can sue everyone, from governor, down to every participating hospital, doctor, administrator, nurse, etc. All are both joint and severally liable under the Civil Rights Act of 1964.

I think the 1964 Civil Rights Act only applies to “protected classes.” (I.e., everyone except white, heterosexual, Christian males.)
