Japan grows a fairly decent crop of taters in Hokkaido as it has soil very similar to Idaho and a climate similar to Wisconsin.
But it is far less expensive to import them from the Pacific Northwest. I think this is the issue here and it isn't a long-term issue.
The Japanese do love their fries and have the most McDonald's locations in the world, second only to the United States.
