It’s very unlikely to develop a microbiological immunity against a surface disinfectant such as the D7 surface disinfectant described in the OP. This is strictly chemical reaction stuff.

If the claims of the OP are accurate, it is quite possible that label instructions for its use are not being followed. It is easy for untrained persons to mess this up. Examples of foul ups are failure to dilute a concentrate product to the proper usage concentration and diluting concentrate with hot water instead of cold. Very simple things but messing up can have not good consequences.
