Those with access to any sort of government, scientific, military, industrial, demographic etc information. If the dishwasher were to rise in the world and get hired by a major corporation he would soon be hearing from a CCP representative about his duties to the homeland and to his family. If he were to rise in the restaurant and become an owner he would be pressured irresistibly to send information about the business . CCP is collecting all sorts of information about its enemy.
