KCl is used in lethal injections to stop the heart, is it not? Are they saying some of that stuff was in the prior formulation?

Yes, but it’s also used for a thousand other things that don’t cause your heart to stop. For example, it’s very commonly used as a food additive as an alternative to sodium chloride. The key difference is the dosage and how it’s administered.

KCl, potassium chloride is also in controlled drip IV infusion to replenish the potassium in hypokalemic patients (those with severe potassium deficiency)

One of those necessary electrolytics that has a rather narrow normal range. Too much or too little you die.
