Some might be truly confused, and actually not know what they are doing, but most are people who indulge sick sexual fantasy, knowing full well it is an abomination, but theymdont care because their minds are depraved because of their choices to sin, and they want the world to accept their deviant mentality.
God very c,early states that it is an abomination for a man to dress like a woman, and vice versa. He woild not have said that if they were suffering from something that they couldn’t help and had no control over.

God chooses to make a person either male or female. For his own reasons, he has allowed free will which resulted in mutations, which occasionally but rarely result in both sexes in one person. That ck dition however is something that the person can not help. But when he made males with all the male genitalia and females with female genitalia, he made them male or female. When they reject that, it is rebellion against God and his decision, and they know it in their hearts as everyone is born with the universal moral code written on Their hearts. They know they are choosing sin, and cultivating a deviant lifestyle, but they don’t care. There are very few exceptions to this. Some folks perhaps truly can’t distinguish what gender they are, but the vast majority know what they were born as and they simp,y reject whT God created them as, and indulge in an abomination knowing full well that they are doing so, because the holy spirit informs them of it via the universal moral code written In Their hearts
This quote generally applies to almost anyone who has attained a position of power. Once they do, everything around them takes on the smell of a threat to their position. You see this phenomena in industry as well as in government.
