Heard some years ago that Indonesia hires foreign physicists for some kind of specialized research.

That's an 'understatement'. The security clearances alone for the replacements would take years.

I don't think this is likely, but it's certainly possible.

As an aside, I wouldn't want to piss off clever people who design nuclear weapons for a living.
