well that’s kind of contradictory, but we can probably rule out these counties since they’re all over 50% and their total deaths are really low, which would mean low hospitalization rates

hard to tell from the ‘mostly younger’ comment either by looking at the NY covid dashboard, since the least vaccinated young group is under 35 but no group is under 50%:
