I don’t think he is anything other than a Used car salesman with some kind of advanced brain degeneration.
I am really not sure who the ultimate puppet master is, but I see some interesting parallels between Biden and his Doctor/wife, and Ozzy Osborne and his wife/handler.
(although Ozzy has a lot more going on upstairs I think)
