That statement is a flat out lie.
1. adding debt can not pay a debt. Try it with your credit card company if you think it works. Max out your credit card, call them up and say I need to increase my credit card limit because I cannot make the minimum payment of interest. If you raise my limit, I can pay you my previous debt. It is a nonsense statement. Might as well put up the picture of the bunny with a pancake on its head.
2. New spending, because the government does not have enough money for the Commie-Rat wish list is higher than income, therefore, an increase in the debt ceiling is required for new spending.
