Is this counting those deaths months (potentially years) after getting the vax when people start showing morbidities?

AFAIK/my best guess is, these are independently reported from other reported adverse vaccine reports. The VAERS is a nation wide system, so there could be overlap between city and state wide reports and the VAERS.
