When democrats do fraud in black communities they vote the people who don't show up to vote. There's been times in the past when more people voted in Detroit's black community than lived there...
And Chicago in the past? One of the excuses for fraud in the early 60's was 'black people don't have time to vote so 'we're helping them out by voting for them'...
White 'elites' back then never considered the possibility black citizens were expressing their disgust with the system ( and endless broken promises and hellholes like Cabrini Green) by NOT voting. It was never that 'they needed help' to vote.
