Sorry, but China invented meritocracy long before Columbus sailed the ocean blue. They established a civil service exam as early as the Han dynasty around the time of Christ. Any boy could take the exam, although the time and expense needed to study for it precluded most peasants boys. But in theory the son of a peasant could rise to the top if he could pass the exams.

Sure China emphasizes academic ability over self-esteem nonsense, and the point made about the walkway bridge in FL that collapsed is valid, but there are PLENTY of really idiotic engineering errors in construction projects in China. Bridges and buildings collapse all the time there, roads are laid out with little thought as to how traffic actually behaves, and so on.
