That is not too far fetched. When over 90% of Afghanis are illiterate, giving them anything other than a rifle and a Toyota pickup is a waste. They can’t use it. Being illiterate doesn’t mean stupid. They understand money. Cash for something useless ... that ain’t too far fetched.
