Yes, Trump and Pompeo were very clear in their meeting with the Taliban last year about an organized withdrawal by May 1st. President Trump also said to their faces if the Taliban reneged on the deal they would experience the likes of what no other country has seen, to paraphrase.
Trump also said to the Tallys that if they harmed one American citizen during the draw down, they would deal with the full wrath of our military, "including their leadership, communities, villages, friends and families." It sounded like Trump was ready to go Dresdan on them if the above happened. I believe he would have.
Biteme as much cancelled that deal and here we are.
As for Bagram, Milley claimed it to be "consolidating" resources in anticipation of the pullout. He said that in front of Congress, IIRC. With the middle night pull out, not notifying Afgan officials, leaving all that military equipment, it was obviously not about "consolidating". Remember, Trump also told the Tallys he would destroy every piece of American equipment during those 2020 talks.
