They have a brain, but public education has been dominated by teacher's unions for fifty years, and unions are socialist. This was communist Russia's goal, viz. to get control of our public schools in order to destroy the virtues of Americans. School children have been brainwashed by trashy socialist teachers for fifty years.
They (communists) told us they were going to do it, we entered it into the Congressional Record ('63?), but we let them do it anyway.
