I’m assuming that the Afghan Army was fully equipped - tons of heavy and light weapons, ammunition, explosives, electronics, etc.
The fleeing Afghan soldiers probably grabbed all the valuable small stuff they could carry, but left the big stuff.
I remember reading during the fall of the Soviet Union, the police nabbed some guy who was towing a jet fighter off a Soviet airbase.

As JCS Chairman, General Milley is outside the chain of command, and serves as an advisor. The President, through the Secretary of Defense, directs the 11 unified combatant commands. Afghanistan and most of Southwest Asia is the area of US Central Command, which is presently led by General Frank McKenzie, USMC.
I suspect these weapons were supplied to the "Afghan Army" which disintegrated after the American units left. In other words, it wasn't an American armory - but the result is the same. This happens every time we attempt to build anything that the intended recipients don't want. Once the experiment collapses, all the loot ends up in the hands of our former enemies.
