Nonsense. When Santa Anna won the presidency he declared Mexico wasn't ready for democracy. He revoked the constitution of 1824 and declared himself President for Life.

Eleven Mexican states went into rebellion over this tyrannical act. Santa Anna spent 2 years putting down the rebellion in the interior of Mexico before he came to Texas. In the end Texas was the only Mexican state to win it's freedom.
