I've always took the "natural born citizen" thing to be not about the location of the birth, but about citizenship being automatic at birth because one or both parents are citizens. Of that, Cruz is a natural born citizen.

I couldn't stand the birther talk of Obama. Even if he was born in Kenya he's a natural born citizen because his mother was a citizen.

Likewise when talking about anchor babies. Those are not natural born citizens because their parents aren't citizens, even if the baby is born on U.S. soil. Basically, if you're against the policy of anchor babies then you have to admit that the "natural born citizen" definition for both anchor babies and presidential requirements isn't based on location of birth but is instead based on whether one of the parents was a citizen.
