The only parts on which I would disagree is that the COVID-19 was deliberately released. I believe it was an early, and unsuccessful prototype which was released in a laboratory accident.
The rest of the scenario proceeds from opportunistic exploitation rather than clever planning. "Never let a crisis go to waste" as the Democrats like to say.
The winners could be presiding over a country that is a heap of burning rubble. But they would be on top of the heap.
