Here’s the thing, if he said anything else, he would have never been able to get out all the comments about Hillary and her actions.....
If would have answered as you wished, he would have immediately been put on the defensive, his tactic was to always be on the offensive...which he succeeded at....

Mechanistically, he clearly won the election. There are some doubts about the fair and square part, and a lot of efforts to obfuscate the underpinnings, but he won the election, and the process as executed confirmed him as the President-Elect.
Regardless, Elder is running for Governor of California, and getting into the argument that Trump won based upon OTHER states results is far, far away from a winning one.
