The govt drains the reservoirs in the Spring so they don’t overflow. Instead, CA should build more reservoirs and equalize reserves. Instead we build trains to nowhere for $68 billion.

With the technology behind smart grids, they should be able to turn down power to the addresses of the anti-nuke folks. That ought to lessen the impact to the (few) sane residents.

I remember the flooding and massive evacs they issued because of it.
Still don’t see how they are in the conditions they are in now and why they insisted on draining almost all of it last year.
