Biden either had been abused(IMHO highly unlikely) or more likely witnessed this kind of abuse being perpetrated by an adult family member and with no other responsible adult to correct it Biden felt no compunction to refrain from doing it. Ultimately the reason for this behavior goes beyond sexual gratification. The goal here is to humiliate and then to dominate another person. Biden is a total dirt bag.
