If you pass a law that says the police are not going to prosecute theft below $950, why would this be surprising. What it surprising is that the people in CA allow such laws to be passed in the first place.

So, I could basically go store-to-store in California and get back in merchandise all the taxes I paid out? I could basically make a circuit of the same several stores every day for maybe a month.
Maybe I could hire an "assistant" to make a second pass each day so that I can cut my visit time in half and save on lodging expenses.
Maybe follow that up with a week at Lake Tahoe, or maybe a short trip to go island hopping in Hawaii?
Not bad work if you can get it?
