The TX Senate allows filibusters but not the House. They do have a quorum rule, however. Absences require an excuse, but I’m not sure what the penalty is.
Issue warrants and then don’t let them back in. Appoint replacements (as is done in the event that a Rep dies or is incapacitated). Teach them how “Democracy” works and how this is really a Representative Republic.
