To: Alas Babylon!

The constitution specifies how STATES conduct elections.

Maybe I read the thread title wrong.... is it a state congress they are asking to take action?

if so, then my bad. I thought they were referring to feds.

I used to think so, too, but I reread the Constitution, and in Article 1, Section 4, it says:

Section 4: Elections

The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.

The Congress shall assemble at least once in every Year, and such Meeting shall be on the first Monday in December, unless they shall by Law appoint a different Day.

Reading this, when they say "such regulations", it means "the Times, Places and Manner of holding Elections for Senators and Representatives" that state legislatures make.
